New Perceptions : Adult Program


Adult Outpatient Services is licensed by the Department of Public Health and Department of the Mental Health and Addiction Services as a Substance Abuse and Psychiatric Outpatient Clinic. It is also accredited by Certification in the Joint Commission (JC).

Adult Outpatient and Intensive Outpatient Services 2011 Program Update

New Perceptions Adult Outpatient Co-occurring Program contracts with the Department of Mental Health and Addiction Services to serve 125 clients, 60 in Danielson and 65 in Willimantic.  A total of 1802 unduplicated clients were served during the 2009-2010 fiscal year.  The program completed a total of 11,721 groups and 1,288 individual/family treatment sessions.  The Department of Children and Families Project SAFE contract completed 115 evaluations with 531 urine screens and 58 hair toxicology screens.  Also during this fiscal year, we served 243 participants within the Intensive Co-Occurring Outpatient Program (IOP).
               
New Perceptions continues to serve the culturally diverse recovery and mental health needs of northeastern Connecticut. Referrals for evaluations and treatment are received from the following agencies: the Department of Children and Families (Project SAFE), Department of Correction, Judicial Branch; Court Support Services Division, Department of Mental Health and Addiction Services and Federal Probation.  We also receive referrals from other mental health and substance abuse agencies as well as self-referrals.

New Perceptions has been recognized as Co-Occurring Enhanced and has incorporated mental health diagnostic screening as well as specific groups focused on co-occurring issues.  The program has been successfully awarded another contract with CSSD/ABHS.  This contract includes group and individual mental health treatment services to the existing substance abuse services.  The contract also includes designated outcomes and benchmarks to increase treatment engagement and the implementation of the CSSD CDCS data system which will begin in early 2011.  The program also received a Department of Correction contract which expanded our current services to include behavioral health, vocational services and social reunification services (family and couple counseling, domestic violence treatment, mentoring, and aftercare services). Additionally, the program was awarded a Federal Probation and a Probate Court contract.

Our Mission

The mission of Adult Outpatient Services is to provide substance abuse and mental health treatment for alcohol and drug dependent adult persons and those with mental health issues.
Goals include helping clients to:

  • Attain abstinence, obtain relapse prevention skills and be drug free at the time of discharge
  • Address and maintain stability with mental health issues
  • Attain and/or maintain employment during their treatment
  • Remain arrest free during their treatment
  • Complete treatment successfully or be referred to a higher level of care

Adult Outpatient Services targets adults (persons over the age of 18) who on assessment demonstrate having a substance abuse and/or mental health diagnosis meeting the DSM-IV criteria, or who are in a co-dependent relationship with a substance abuser. Clients who have been diagnosed as having a co-occurring disorder will be assessed for psychiatric treatment needs and medication management. New Perceptions adheres to the State and Federal guidelines for non-discrimination. No client will be turned down for treatment based on inability to pay. Many clients have no medical insurance and a sliding fee scale is used to make treatment possible for them. Clients who are ineligible for admission to Adult Outpatient Services are those who are actively suicidal or homicidal, present a high risk of responding with physical violence, are actively psychotic, cannot fully participate in their treatment due to a mental or physical disability, are in need of specialized services.
