AIDS Risk Reduction Outreach Worker Program

A.R.R.O.W. 2009 Program Update
This year the ARROW Program, funded by the Department of Public Health, reached 3,104 clients. We successfully completed three cycles of the “Safety Counts” intervention. This intervention is a cognitive-behavioral intervention that focused on risk reduction and harm reduction strategies for out-of-treatment active injection and non-injection users over the age of 18. Also, with the support of the Connecticut Department of Public Health (DPH), we implemented a new Drug Treatment Advocacy intervention with an HIV prevention integrated component to help substance abusers enter treatment. This involved establishing long-term recovery goals and helping them reduce their risk of HIV infection and the risk to partners. All of these particular interventions were designed to deliver a risk reduction message to active substance abusers.
In an effort to improve substance abuse treatment in the Northeast Region of Windham County, the ARROW staff completed a geographical evaluation as part of a community identification project with UCONN. The community mapping provided information about locations the outreach workers could engage new clients.
The ARROW staff continued to work with the Latinos Community Services, the Connecticut HIV/AIDS Planning Consortium (CHPC), Service Providers Area Network (SPAN), and Windham AIDS Task Force Committee.
Kimberly Jackson joined the agency as AIDS Service Director in March 2009.
